Monitor wont display with hd 4870 x2 graphics card

hi...
i've brought a powercolor hd 4870 x2 graphics card from ebay and found that on my new system build it wont display any thing on screen ( or any build )...no bios, nothing...I just get a message from the monitor saying 'no input detected check video cable'...there's no os installed as the pc is basically newly built by myself and i've had it looked at from a professional who tried another card which worked...as I brought it from ebay my warranty is void as i'm not the original owner...what could be the problem and can it be fixed is all I would like to know...

If possible try the card in another machine and if it still does not work then return to ebay seller.
