Monitor wont turn on and the usb slots are working.

So basically I built my computer. When turn it on everything is fine I checked the usb slots with my phone charger. They work. So I go to my station hook everything up , turn it on and my monitors don't show anything. So I switch pci slots and try again. Still nothing. (this is a graphics card which I had previously rma'ed, for bad preformance. I think they sent me back the same one but "repaired"). So I continue on with the checking of pci slots untill I have done all four. Still no signs of life. So I check my keyboard and mouse to see if the leds are lit up. That's a no go so I check the Ian ports with my phone again but it is working. I'm really confused and if you need my specs just ask but please help.

Yes, we need full specs of the system.

There is a pretty good checklist of things to try for systems that don't boot.
