Monitor won't turn on, PLL over voltage

my monitor seems to turn off whenever the pc comes out of sleep mode, although not every time. It then will not turn back on until I reinsert the power cable. A lot of people have been telling me to turn off 'PLL over voltage' but my bios has no such setting and its power configuration is locked. It's a dell pc, I installed a r9 380 in it a few months back and everything has been fine until I got this monitor. And I can't send it back until I am sure it is not a issue with my PC.

PLL Overvoltage applies to the processor, nothing to do with the monitor, so you were misinformed by someone who evidently doesn't know what it's for.

I would say your monitor is faulty, nothing to do with the rest of the system. I've seen this fault before, changing the monitor fixed the issue, which proves my point.
