Yes. You want one that has been treated well. Isn't covered in grime. And, doesn't have any blemishes/dead pixels.

Are you looking at a particular source?

In fact, I purchased a used monitor from a local college student in 2011. My neighbor is still using it to this day. Fairly generic Dell LCD. Nothing special at all.
 
I've bought used monitors.

1 came with "bruises". But at the time, it was originally $800 21" Planar, I got for $40.
It lasted 15+ years.

Another used 17" HP has lasted almost 20 years. It came with a bunch of other PC stuff for $50.
It is currently the display for my house security cams.


You can't put a definitive "yes or no" on "is it safe" for any used equipment.
Some are good, some not.

I just sold 2 - P2314H Dell Monitors for $80 for both. They are 23" monitors that I used for 8 years in a non-smoking and no pet house.
I upgraded to 27" monitors and the buyer of those used monitors was extremely happy with the purchase.
