monitors go to static

I have two monitors. For awhile now monitor A (AOC 2367M) has been ever so often going to static (http://imgur.com/YsYqt88). It's usually triggered by video. I was able to still use monitor B (Dell E2011H) as the second monitor by dragging over the windows. However, today I made monitor B my main monitor by selecting show desktop only on monitor 2. This led to the same static image linked to above, the only time I'd been able to replicate the issue on monitor B.
Other times, when it's not showing this static, there will be a faint flickering that's more noticeable in the lighter parts of the screen.
My graphics card is a Radeon 7850. I am on Windows 8.1 A restart of the system will usually clear the problem up. Sometimes I will go months without it happening. Other times, it will happen three times in a day.
I appreciate any insight into my problem.
 
when A monitor goes to static switch the monitor cables around so that A is B & vice versa to see if the static is on B. if static on B then the problem is most likely the video card especially if that card is not connected to the psu.
 


They aren't the same cable type, so I'm unable to do that. Is there another way to test this?
 


The gpu is running at 52c. It's been doing this for some time now...More than 6 months. Can you give some details on how I can check?
