Monitors turn off but PC does not shut down

I have been experiencing issues that are seemingly power related.

First I'll describe the issue in the subject. When I shut my PC down through windows the monitors go black and fall asleep, but the PC stays on. Lights are still on and fans are still running. I have to manually press and hold the power button for the PC to shut down completely.

The other issue I'm having is my PC restarts on its own. It's not necessarily while gaming and it doesn't seem to be related to how I'm stressing the PC. Also its seems like it happens once and then stabilizes. After the initial restart I can continue gaming, or whatever else I'm doing for 3+ hours without incident.

I have monitored temps using HW monitor and they look ok. And after it happens a kernel power error apears in the windows event logs.

Specs:

Mobo- Asus TUF SABERTOOTH 990FX R3.0
CPU- AMD FX-8370 @ 4.4Ghz (cooling with a Corsair H80i)
GPU- Nvidia 1080ti (founders with stock cooling)
Memory- Corsair Vengeance 16GB (2x8GB) DDR3 1600 MHz (PC3 12800)
PSU- Corsair CX750 (refurbished)
 
Solution
Is that a green label CX model? If yes, I would exchange it for something more trustworthy immediately, no matter if that is the source of your problem (but it is possible that it actually does). Other possible problems include failing motherboard battery (second symptom matches that).
Im guessing you already deactivated hibernation mode if not try it in power settings in windows and shut it down again to test it. Otherwise I guess a capacitor in the PSU is failing.
