Question Monitors turn to a yellow tint after log in

So I just built a new PC and when I log into windows 11, the desktop looks normal for about 15 seconds and then the display goes into a yellow tint almost like night mode. If I right click on the desktop and open display settings, it immediately goes back to normal. I also have a video better showing it.

The PC specs are as follows.
CPU: Ryzen 9 7950X3D W/ a Deepcool LT720 360mm AIO cooler
MB: MSI B650 tomahawk wifi
GPU: Gigabyte 4090
RAM 2x16gb (32gb) @6000mhz
Storage: 1TB Samsung 990 and 2TB Samsung 990
Monitor: Acer Nitro XV282K KV 28" 4K UHD (3840 x 2160) 144Hz

The 4k monitor is on display port and the second monitor is a 1080p TV with HDMI. I have tried using a new quality display port cable with the monitor and a new HDMI cable with the TV, I made sure night mode is off, HDR is off on the monitor and in windows, both the monitor and TV have the same sRGB color profile set, I swapped the 4k monitor with my old 1080p monitor, swapped the TV with the 1080p monitor, used both HDMI and display port with the 1080p monitor, made sure all drivers and updates are up to date, rolled back to an older Nvidia driver, plugged everything into the motherboard instead of the 4090 to see if it's the GPU. The only thing that seemed to prevent it from happening is having only the 4k monitor plugged in, no second monitor. I'm absolutely stumped here. Even the IT guy at my work is baffled.
 
What kind of PSU you got powering your build?
I was going to say Night Mode but you said you already disabled it. Also make sure you've got all the power rails plugged in good to your 4090. I think it's a 4x6 if I remember correctly and depending on your exact model.

I have an ASUS TUF 1000W 80+ gold. I definitely double checked the power cable on the 4090 after all the melt down issues. Made sure the cable clicked into the PSU and triple checked the the connector was all the way in the GPU and flush against it.
 
You may have already checked this but here it is anyway:
Go into Task Scheduler and make sure that Night Mode doesn't have a scheduled time to come on or anything.

I did check to see if the schedule was on, it was not. I even reduced the strength slider all the way down just in case. I'll definitely check out the reg edit and new user profile options. Worst case scenario, I'm going to try reinstalling windows since it's a new build and there's nothing to back up.

You might also look into using BCUninstaller (Bulk Crap Uninstaller) to remove any bloatware but I don't think that is an issue since it's a custom install.
