I would like to know if there are any quality 21" monitors under $400. If so please give me some models an manufacturers.
I would also like to know about quality 19" monitors under $300..

you can find a 19" for that money but a 21" costs generally around 800$.

then you can try maybe a secondhand one.
you can find them around 400$ to 500$.
