Monster of Legend Template Broken?

Looking through the MM2 (page 213 for reference), I was intrigued to
find that the Monster of Legend template only had a CR increase of +2.
I think it is way overpowered, although DMs would rarely allow players
to use the template, the creature being chosen by a god and all. Not
being a veteran, as most people here, I ask for your opinion on this
matter. I list below the template's features, for further discussion.

HD set to d8 (if lower than that, otherwise keep the original)
Natural AC +5
Slam, Bite, Claw and Gore attacks
Special Attacks:
Breath Weapon(Su)
Frightful Presence(Ex)
Raging Blood(Su)
Divine Spells
Special Qualities:
DR 10/+1
Enhanced Attributes
Fast Healing 5hp/round
Greater Damage(Ex)
Haste(Su)
Immunities
Reflective Hide
Regrow Limbs
See in Darkness
Spell Resistence 10+1/2xHD
Subtype
Base Save Increase +3
Abilities Increase: Str +10, Dex +6, Con +10, Int +2, Wis +2, Cha +4
Improved Initiative and Multiattack feats

CR *only* +2

Okay, first of all, CR does NOT equal LA. If the template has no LA
attached, players aren't meant to be able to choose it in any case. If
there _is_, it's certainly going to be higher than +2.

Assuming all that is correct (I don't have access to the MM2 right
now), I agree. I'd give this maybe a +4 CR or so.

Thank you for that information. I seem to have had the picture messed
up in my mind. Glad I turned to more experienced players/DMs before
judging the whole thing as uneven.

You're not the only one confused about similar concepts. There is, in
fact, a pretty nice explanation of the terms in the 3.5 D&D FAQ. You'll

Check out pages 3 and 4. Most of these issues are explained quite well.
