I am currently pairing an amd athlon (tm) II x3 440 processor with a nividia Geforce 8400 GS and am getting terrible skyrim performance and graphics. If i upgraded my graphics card to an amd radeon r7 250, would my performance be better? And by how much?

That gpu is not that good. You would be better with a used r9 270. Also a Pentium g3250 is $45 used on ebay. The cpu is not going to bottle neck the gpu too badly. You may get 50 fps with these settings 1,920 x 1,080, 8x AA 16x AF, w/ high res texture packs, DirectX 9.
