More Memory v. Newer card

I have a question RE getting the most efficient bang for the buck for a graphics card. I have always heard that the best way to speed things up was to buy more memory. As I am disabled and on a limited budget, I am looking at an NVIDIA Geforce GT730 4GB PCI Express x16 PCIE 2.1 Video Graphics Card for abt $94. Admittedly a couple of generations old, but costs go up dramatically for newer gen card. But would it be better to get a slightly newer card with less memory? WoW And Eugen Wargame online gaming sys are most intense graphics environment although I usually play and research write at the same time. Thoughts?

Guess I need to add that the card needs to half-height to go into a SFF box. Thanks for the feedback so far and any upcoming! ;)
