talking about ram, with more mhz are gonna be always better?

example: ram ddr3 1333 mhz vs ram ddr3 1600 mhz = WINNER 1600 MHZ
 
Maybe. It first depends on what maximum speed your motherboard supports. That's the max speed you'll get from RAM on that motherboard.

And then there's RAM latency, but higher speed with the same latency will be faster although you won't really notice it in normal operations.

Really depends on a combination of freq/data rate and CAS (CL). And you can generally compare them with simple addition/subtraction. i.e. 2400/12 has a 2400 data rate which is higher than say 1866, but a good set of 1866/8 can actually outperform the higher data rate by performing more operations in a given time period. If you took the 2400/12 set and downclocked to 1866, you'd prob be looking at running them at 1800/10. In reverse taking the 1866/8 and OCing to 2400 would prob run at 2400/10 maybe 11
