Yes.
The action was never taken, so the vampire may still call a political
action. If the political action is not once per turn or once per
game, that vampire may attempt the same vote again immediately.

Clarification:
Scenario: Minions A, B. A with Sword of Judgement.
Combat. Initial Strikes, A uses Sword's extra strike, B uses Fractured
Armament.
A cannot play Blur/other additional Strikes.

Erm, yeah...what i meant was: Combat. Initial Strikes, <then> A uses
Sword's extra strike, B <plays Blur and then> Fractured Armament <as
his additional>.

You cannot use an additional strike as your initial strike.
Your initial strike is always the default initial strike
available to all minions. Additional strikes can only be used
as additional strikes.

So, in the example above, you strike using your default initial
strike (and choose to use the Sword of Judgement as your strike).
Your opponent destroys your piece of equipment as part of his
initial strike. When it comes to gaining additional strikes for
the round, you no longer possess the Sword (and thus it cannot
grant you any additional strikes). You are free to use other
sources (like Blur).

If you were already striking as an additional strike, things look
different:

Initial Strikes
Minion A: strikes with Sword of Judgement.
Minion B: plays Dodge.

Additional Strikes (Minion A: gains one additional strike from
Sword of Judgement; Minion B: gains an additional strike with
superior Pursuit).
Minion A: strikes with Sword of Judgement.
Minion B: plays Fractured Armament.

Now, even though the Sword is destroyed, that does not change the
fact that Minion A has already used a source of additional
strikes for the current round.
