Question More RAM is getting used than shown

Recently I have noticed that my RAM is working at around 90 - 95% even when Idling but yet still going into task manager, if I add up, It only adds up to around 4 - 5 GBs despite me having 16GB. This is an annoying issue as it slows down my entire PC.
