It might be worth checking on the RAM usage after a while in game, If it is nearing the maximum usage, then this would suggest that there is a memory leak with DA and in turn it is straining your CPU to deal with the data influx, in which case..adding extra RAM would probably not help with this. The game probably needs patched, or you need to try diffferent graphics drivers to see if it changes anything.
You could try refreshing the thermal paste under your CPU cooler, as it can degrade over time, and not give sufficient heat dissipation to the heat sink. Buy some Arctic Silver 5 compound and Thermal paste cleaner to do this.

Getting 8GB for your system wouldn't be a bad idea, as it will give you plenty of headroom for gaming. I run 8GB and never have any issues unless the game/application is a very demanding one. (rare)
You should not require a water cooling loop unless you are performing high overclocking on your system. Good luck!
