More ram less lag?

When i start up a game like black ops 3 i always lagg in the beginning is that because i have not enough ram?

hard drive wouldn't be helping a lot either, if it were ssd you see less lag from loading times. A little more ram would be nice but you don't need anywhere near as much as i have yet.
