most demanding PC game spec requirements of 2016?

I may be wrong about this, and if I am someone please correct me, but I believe Quantum Break, which releases tomorrow, has the most demanding spec requirements of 2016. That's off the top of my head though so I could be incorrect. The requirements are:

Minimum:
•OS: Windows 10 (64-bit)
•CPU: Intel Core i5-4460, 2.70GHz or AMD FX-6300
•GPU: NVIDIA GeForce GTX 760 or AMD Radeon R7 260x
•RAM: 8 GB
•VRAM: 2 GB
•HDD: 55 GB available space
•DX: DirectX 12

Recommended:
•OS: Windows 10 (64-bit)
•CPU: Intel Core i5 4690, 3.9GHz or AMD equivalent
•GPU: NVIDIA GeForce GTX 970 or AMD Radeon R9 390
•RAM: 16 GB
•VRAM: 4 GB
•HDD: 55 GB available space
•DX: DirectX 12

Ultra:
•OS: Windows 10 (64-bit)
•CPU: Intel Core i7 4790, 4GHz or AMD equivalent
•GPU: NVIDIA GeForce 980 Ti or AMD Radeon R9 Fury X
•RAM: 16 GB
•VRAM: 6 GB
•HDD: 55 GB available space
•DX: DirectX 12

Yeah, the Ultra requirement is more than likely the requirement for 1440p (possibly 4k but unlikely) though and not 1080p. I imagine we'll be seeing some benchmarks and gameplay for the PC version of Quantum Break very soon. At the time of this posting Quantum Break isn't available on PC but Remedy or Microsoft, I'm not sure who, posted a tweet saying that the PC version will be available for Windows 10 soonish within a 24 hour frame. I was going to stay up and wait for it but it's almost 2 a.m. my time and there's another 22 hours in which the game could be released so I'm not going to wait up for it lol.

depends on the resolution too , an old game modern warfare 3 for example , if you wanna play it 4k it lags sometimes even with gpu's that came out way later after the game (mw3) , i played mw3 with AMD super resolution and it was lagging when someone popped a smoke grenade (no anti-aliasing)

Is this because of the actual quality of the program, graphics etc. or because of the not-so-good code of the game itself?
