You can't max out Metro (either), Crysis 3 or a few other games.
HOWEVER, what you can do is TWEAK your settings to achieve 60FPS most of the time:
1) start FRAPS
2) start GAME (Disable VSYNC if possible)
3) TWEAK settings to achieve just over 60FPS most of the time
4) enable ADAPTIVE VSYNC in NVIDA CP most of the time for that game.
5) REPEAT later in game if frame rates drop too much (more demanding level)
Many games have quality settings that add LITTLE but are processing intensive. For example, disable DOF (Depth of Field) in Metro 2033. In general, you simply drop the Shadows, AA etc in a way that gives you the best OVERALL quality while maintaining 60FPS.
*NVIDIA has a tool called "NVidia GeForce Experience". I don't recommend it. The settings are all picked to achieve 40FPS. For example, they would recommend 2560x1440 when 1920x1080 looked almost EXACTLY the same. I'd much rather have 60FPS at 95% the quality than 40FPS with a small quality improvement.
Tomb Raider isn't too demanding compared to some titles. You'll still have to tweak (slightly). Disable TRESSFX hair for one thing.
