Most free ISP?

Which ISP is least controlling? As in doesn't support sixth strike, won't throttle/monitor your internet.

From a list of what's available to me, I have AT&T, TimeWarner, and Dish.

Of those Dish is the only one I don't think uses the SixStrike Policy if that is important to you, I know there are legitimate uses for torrents, and people have gotten strikes for using them legitly

Its not like most people have much choice in ISP. Some people are lucky to have even 1 option.

Still if you are doing illegal stuff even the ISP themselves can get limited by their partner ISP if they do not take actions to stop illegal activity.

I actually don't use torrents very often, it's just the principle. How constrictive is AT&T?
