Most powerful graphics card that is also quiet for $230?

I'm looking to spend up to $230 for the most powerful graphics card, but it has to be quiet. I'm tired of graphics cards that sound like jet engines.

the asus strix and msi based on the same heat sink are low noise gaming cards. right now your in the middle of team red and team green switching over to there newer gpu. nviida pascal cards should be out in early 2016.

It's going to go into an ASUS ROG Crosshair V Formula, with an AMD FX-4100.

For the price/performance a R9 380 would be solid choice http://pcpartpicker.com/parts/video-card/#c=310&sort=a8&page=1
I would look to CPU upgrade as well since the FX4100 is the least of the FX CPU's and now over 4 years old.
