Is there a 2 fan rtx 3060 GPU that is not as loud as some of the other rtx 3060 GPU?

Yes, there are GPUs having 2 fans as well. Check this database, since there are several models from different AIBs. Like MSI, Colorful, EVGA, Zotac and few others.
