Most silent aio cooler

So I want to build a very silent pc. My cpu will be ryzen 5 2600 that i wont be overclocking. I want my pc as silent as possible for as less money as possible. I will be building in nzxt h200i, with asus rog strix b450 I gaming. This case can fit only 240mm and 120mm radiators (not sure about 140mm). I was thinking to get some $50/$60 aio, and replace the fans with be quiet silent wings 3 pwm 120mm. Is this a good idea or should I take some better cooler that has good fans witch will most probably be louder and much more expensive. BTW, is the fan changing the RPM Automatically in terms of the cpu usage or I will have to do that through software. Im a first time builder and I really want to make this pc compact and silent. I dont want to mess something. Now I'll list some things that may help you:

The pc will be used for gaming overwatch and pubg with rtx 2060 at 1080p 144hz (dont know witch model of rtx 2060 because I dont know witch is the most silent that is under 370 euro/dollar), and I'll be working in photoshop and illustrator.
I was thinking about air coolers, but this topic is just about aio coolers, so please dont talk about air coolers.
I wont be overclocking anything.
And I have last question: can cpu coolers (air or aio) stop their fans automatically when pc is on idle, I know some gpus and psus can do that, but im wondering about cpu coolers. If there is some that can do that, tell me witch one. Thanks in advance
 
This one is too expensive. I was thibking about nzxt m22 and replacing the fan with be quiet silent wings 3 120mm. And I was thinking about be quiet silent loop 120mm and 240mm, without replacing the fan. What is the better choise
 
I know that, but witch model should I take, should I take cooler master 240, be quiet silent loop 240mm,... wich one is the most quiet. And is it a good idea to take some 50/60 dollar cooler and replace the fans with be quiet fans that are very quiet?
 
So if im sure I wont be overclocking (witch im sure) I should take the cooler master and change the fans with the be quiet silent wings 3 PWM 120mm, two of them. If thats true, I have a question: is the RPM automatically changing, or am I the one that should do that job? And if I change the fans with be quiet ones, will It still automatically change the RPM?
 
Thanks for all your help, but I have my last question. I dont want the rgb fans, since I'll be replacing them with be quiet, so I have 3 choices:
Cooler master masterliquid 240 68 euro

Cooler master seidon 240v 53 euro

Cooler master masterliquid 240 lite 50 euro

Witch of these will be good enough? Should I take the "lite" version? Or should I take the seidon? The normal version is a bit more expensive, so idk? What do you think?
 
I still have one more question. Where should I connect all fans (2 exhaust and 2 intake placed on the pump) and the pump. I will buy asus rog strix b450 I gaming. There are 3 PWM fan/pump headers (one of them is for cpu), one addressable rgb header, and one rgb connector. There is one fan splitter that comes with the cooler master cooler, so the fans from the radiator will be connected to the splitter and connected to one fan header. The pump will be connected to the cpu fan/pump header, and then one fan header remains, and two more exhaust coolers. One of them will be connected to the last fan header, and the last fan... where will the last fan connect? Can normal non-rgb fan be connected to the adressable rgb and still control it with PWM? If this is possible, then I would get a normal nzxt h200, not h200i and that will save me 40 euro.
