[SOLVED] Mostly new PC Occasional Stutter

I recently upgraded hardware. I put in a new motherboard, Ram, GPU and CPU (specs will be listed below)
I fresh installed windows and updated it as well as all drivers.
It seems very consistent. It happens every cold boot I let it run for a few minutes then Force Shut Down (Normal shutdown just hangs leaving my fans and internals on it seems) after I force shutdown I turn it back on and it performs fine, Very occasionally after this proccess does it hang/stutter any more. I have only had the new parts in for about a week now and it runs great when I dont get the stutters that occur on my first starts. I don't really know what would cause this or what to look into so all advice is welcomed.
I would appreciate any ideas on what to look into or how to fix this.

SPECS
CPU: Ryzen 3600x
MOBO: MSI x570-A Pro
GPU: 2070 Super
Ram: G.Skill Ripjaws V Series 2x8gb DDR4 3600
PSU: EVGA 850w Bronze 80+

Turn off fast boot to solve the shutdown issue. Not sure about the stuttering.

Can test with ram @ 3200mhz, see if this helps.

I have the ram xmp profile on and its running at 3600mhz, When I first turned it on I stlil had issues so I tried turning it off and nothing changed so ive just kept it on.

Didn't say turn it of, just try a setting lower

I turned fast boot off and went to make lunch turned pc back on after a few hours and it didn't do the usual stutter on first boot. I will continue to use it as normal today and tonight and update if it continues or not, I will also try turning ram down to 3200 as you suggested Vic. Thank you for the help Ill make sure to let you both know how things go.

So I am now 3 fresh boots in with no stutter on bootup. It seems like disabling fast boot fixed it, thank you both very much if I have any more issues ill try lowering the ram but things seem to be running great.
