Mother board and cpu no power

i've test my mother board and cpu together seperate from other peripherals but no power at all, my psu is okay but when i connect to mother board with cpu no power at all as in dead set

What happens when you press the power button? do any fans spin? or is it totally dead?

How do you know your psu is okay?
