Mother Board fried

I have a toshiba satellite series laptop and one day it just couldn't turn on, the fan is working and the power is enough. I sent it to the technician and he say that the motherboard might be fried...I actually tried to turn in on and once in a blue moon it turns on and works perfectly but when I shut it down and turn it on again, the same problem persists...
So I wonder can a fried motherboard be turned on once a blue moon or its not even the motherboard problem
 
Sry for the down vote I pressed the wrong thing, the technician claimed the motherboard had some problems and needed to be replaced. When the problem occurred, I manage to still turn it on like once in ten times...so is it the misjudgment from the technician?

It could be a motherboard issue although
or
it could be a faulty power button/bad battery.

Disconnect the battery and plug in the charger(and turn on) and try booting your computer, Does it work?
Try holding down the power button or click it multiple times
