Do you have "Automatically restart" enabled? If so, I'd guess you're getting a bluescreen during the shutdown process that then causes it to reboot.

In Windows 7, uncheck Start->Control Panel->System and Security->System->Advanced System Settings->Startup and Recovery->Automatically restart. After this, the system will halt at the bluescreen and you can see the error.
