Motherboard and CPU for R9 390

If you guys could suggest some CPUs and motherboards for the AMD's R9 390. Something that wont bottleneck it and my budget is about 250€ if counting the R9 390 off of my it.
Oh and another thing, is a new PSU necessary if I have Corsair VS650 80 Plus?

Get the i5 4460 or 4590 and any H97 motherboard. That would be the best you can do for 250€ and it would work very well.

That Corsair is not very good. You probably shouldn't use it for long.

I've been using that Corsair since new year. Gotta get some extra bucks to buy a good PSU then.
