Will this gigabyte ga-g31m-es2c motherboard support ASUS GTX650 1GB GDDR5 / GTX650-DCO-1GD5 videocard???

Yes it'd work on that board, but with that board you'd most likely get bottlenecking where the CPU won't be fast enough to FULLY utilize the potential of the graphics card.

I have 2.8 ghz dual What would be the minimum or should i buy new motherboard too?

You'll probably need to buy a new motherboard/processor combo. DDR3 would be great and is usually upgradable should you see fit in the future. I would say get a 2.6-2.8 or higher Quad core just to be on the safe side, but higher would work better for any future upgrades.

That's a fine choice for a motherboard, although you'll need a new processor and DDR3 RAM to use it too.

Edit: The AMD FX-6300 seems to be a popular CPU with that motherboard.
