Motherboard appears to have power but I can't power on the computer

Computer won't POST and no fans turn on when I try to turn on computer. Motherboard is an MSI Z87-G45.

I built a computer for a friend today, and when I turned on the PSU and hit the power button, nothing turned on. No case fans or anything except I noticed that when the PSU was turned on two green lights on the GPU turned on. I tried unplugging the GPU and turned the PSU back on again, and the GPU still had lights on, albeit red this time. Clearly the motherboard is transmitting power, but for some reason I cannot get it to power on. I'vetriple-checked the pins to the case's power button and it is connected correctly. Anyone know a way I can try to power it on without using the power button on the case to make sure that isn't the problem?

You have to shortage the board or the easy way jump stat the psu with a paper clip on the back and green connector google the images and see if it work, also if you have a spare psu it will be a good idea to try it on that build.
