Question Motherboard B365M DS3H Power issue

So I’m having an issue with this new motherboard I got, it was an upgrade from the ASUS H110M-A/M.2 mostly because it only has 2 ram slots, as I connect everything that really needs to be in it doesn’t necessarily power on like at all, all I get is a tiny flash when I press the power button, the pins that I have for that is the POWERSW POWER LED- POWERLED+ the other ones are kinda welded together but doesn’t really matter I’m sure it’s inserted right so I’m not sure what the problem is I do have a video of the flash right here —->The flash

I don't see cpu or ram on the motherboard
