Motherboard BIOS OC doesn't affect clock speeds?

Hi there everyone-

So I recently did an upgrade to my hardware for the sole purpose of overclocking my CPU. I purchased a Corsair H100i Pro RGB AIO Cooler, and upgraded to the MSI Gaming Pro Carbon Mobo. So in my BIOS, I set the Core Clock to 3.6 from my base 3.4 (Ryzen 5 2600). But when I save and exit, I go to CPU-Z and see no changes with my base frequency. I'm new to the CPU OCing scene so If I'm just doing/reading something wrong, any tips would be appreciated.

You have to disable all power saving modes and turbo to achieve stable frequency. Also check your power plan in Windows to high performance making sure that maximum CPU usage is at 100%.
While in CPU-Z, run "Stress CPU" from Bench tab and see if frequency changes.

I have the Windows side set to high performance (it already was), do I need to do anything on the BIOS side?
