I have a tuf gaming X570 plus and a msi mech 2x rx 6750 xt oc and what I think is the chipset is blocking my card from going in fully. Is there a way I can fix this preferably without buying anything?

Check that the chipset heatsink / fan is no more than a very slight amount taller than the PCIe socket, preferably about the same height or lower. If it's above the slot by a significant amount then it may be installed incorrectly. I'd do it with a straight edge like a short ruler lain across the length of the PCIe socket, but absolutely not in it.

Another possibility is the back plate of the card might be interfering with a DIMM socket extractor. DIMM's may have to be fully installed, then make sure any extractors are fully engaged in the slots on the DIMM, before attempting to install the GPU. Make sure no parts of a DIMM or socket are slipping into air opening or slots in the backplate of the GPU.

And last, might something be protruding from the bottom of your cards? that could also interfere.

Otherwise...some pictures would help understand where the interference is.
