Motherboard boot problem

I have an Asus m3n78 Pro motherboard along with an AMD Athlon x2 240 processor 2.8 purchased as a bundle. I have had nothing but problems installing any operating system. After trying windows xp 32 bit with no success I decided that perhaps the operating system was a bit outdated for the hardware..alas I purchased a windows 7 64 bit upgrade. From the very beginning..more headaches. It was not until I disabled every usb setting in the bios that the operating system would install. Now the operating system is installed with all the proper drivers for the chipset that apply for windows 7 and this motherboard. I am left with this. When I enable the usb 2.0 in the bios, the system will not boot. Disable it and it will boot but the price I pay is obviously a very slow usb rate. I have pulled memory, swapped memory...everything imaginable...nothing. It just should not be this difficult….any suggestions..thank you.
 
There are no error messages...boots through the starting windows screen...hard drive spins a bit as though it wants to boot..then a black screen and then it stops there. I will try a BIOS update.
 
There is no mention of enhanced relating to the usb controllers in the device manager. I noticed that it will not even boot in safe mode. Not sure if that helps diagnose the problem. I am only having the problem as I mentioned when the usb 2.0,is enabled. The general usb controller as well as the legacy usb are enabled and it will boot.
