Motherboard bottlenecking newer processors when streaming?

I've got the following parts

- AMD FX-8350 Black Edition 4.0 GHz
- ASUS AMD 990FX R1.0
- Zotac GTX 1080 AMP edition

I've updated the CPU and the GPU recently, but haven't updated my motherboard in a long time. While running OBS and streaming to twitch, I've been seeing some issues dropping frames and some lag. I've been running speedtests during, and not seeing any issues numbers wise there, so I don't think it's my internet. So the question I have is, is my older motherboard causing issues for my newer processors?
 
If your motherboard was bottlenecking your cpu, your clock speed would be dropping down to 1.4ghz under heavy loads. If it's running at advertised speeds, there is no problem there.


The FX8350 is a weak cpu though and will heavily bottleneck a GTX1080. That is likely your issue.
 

That's unfortunate. What would be a good CPU that wouldn't bottleneck my 1080?
