Motherboard broken, or PSU?

I just built a PC, and it won't turn on (although the green power LED on the motherboard is lit up). All the cables are plugged in, and my Athlon X4 860k is compatible with my Asus A88xm-a motherboard. I swapped the CPU with an A4 5300, but it didn't work. I then swapped the ram - still no boot. I tested the PSU with a paperclip, and the built in fan on the PSU turned on, but quite quietly. Do you think this is a problem with my motherboard or with some other component (such as my CX 430 power supply). Thanks!

The 860k needs a graphics card. Is there one installed? Is the monitor connected to it?
What are the last 4 digits on a sticker like http://www.guru3d.com/miraserver/images/2011/990fx-sabertooth/IMG_4499.jpg ?
As for the A4 5300, it should work without a card. Does the CPU fan spin when starting the board?

Yeah, I have a evga gtx 750 ti ftw. The CPU fan doesn't spin.
