With this build I'm hoping to overclock, just asking for opinions on cooling, should I get water cooling? if so which one? whether or not I need to overclock? and if i don't need to overclock should i use the money to upgrade my graphics card to the 970?

if you want to overclock for that bit of extra performance, air will be enough, if you want to do it for fun and see how far you can go, get water, water will take you further, but not that much. in most cases it won't really matter, but having the option is nice.
and get the 390, 380x or 380. nvidia doesn't have async (important for dx12)
for more demanding titles and/or 1440p i would say yes. if you play for example csgo or minecraft (or other undemanding titles) you don't need it.
ps. you don't need an i7 for gaming, an i5 will deliver (nearly) the same performance and is a lot cheaper.
