Motherboard cpu light is red an usb won’t work

I bought a asus x99-e motherboard so I could move my intel i7-5820k into it from my previous motherboard. I moved the motherboard into a nzxt h500 as well and when I started everything up and the motherboard showed a red light for the cpu but everything worked except for the USB ports. Anyone know why?

Is it the brand new or used one?

Also if you had the win7, you need install the USB3.0/3.1 driver. If you use the win10, the problem maybe something else.
