Question motherboard cpu socket

I had a old motherboard laying around and i gave it to a friend to use. odd problem is if the cpu latch is up the motherboard will turn on. if the latch is down like how you put the cpu in it refuses to boot. any ideas on how to fix it.

if you can't put the latch down with the CPU installed then there are several possibilities, the CPU or motherboard has a broken pin preventing you from using it, or you are using the wrong CPU for that socket potentially damaging something.

brand new everything except motherboard. the latch will go down but as soon as it does the power switches off and you can’t turn it on unless the latch is up

also i checked the pins and they all looked straight? i could have overlooked one though.

every part in the pc is brand new and tested minus the motherboard. so i know the problem i just am trying to see if anyone might know why this problem is happening and maybe how to fix it
