Motherboard dead on arrival?

I brought asrock ab350 motherboard, i dont have a cpu gpu or ram currently.just to check if this power ups , i plugged it to an old psu and jump started it by power pins and it didn't show any action, not even the psu fan started. But the old motherboard starts up just fine with same psu. The psu has 450w and says atx 2.03. I tried removing the cmos battery for 30sec and placing it back in and resetting the bios.
Is the motherboard faulty or i need to test it with another psu or is it sometging i did wrong.

Im going to buy those, but can the motherboard at least show any sign of life like front panel led or psu fanm

Which says nothing about whether this one will or not.
Assuming you bought an actual new motherboard, the chances of it being DOA are pretty slim.
