What is the list of PC components or make and model of PC?
First I would try updating the graphics driver. There are a couple of troubleshooting routes. One is the monitor itself and the other is the integrated graphics or dedicated graphics card.
Resetting the monitor by removing the power cord and monitor cable for a minute or so will reset the monitor to the default settings.
Updating the graphics driver is a good step. If the system has a graphics card, reseating the card may help. Changing out the monitor cable, changing the monitor cable type, or moving the monitor cable to a different port are all possibilities. But there is the possibility that the graphics card may need to be replaced. If the system has an integrated graphics motherboard, it may need to be replaced.
Even a fresh install of the operating system may help.
