Question Motherboard doesnt detect GPU in the top PCIE slot x16

My motherboard doesnt detect GPU in the top slot but it does in the bottom x4 when GPU is in top i have no video signal i tried the HDMI in motherboard slot to get the video signal and check BIOS well the Board Explorer says that the slot is empty even tho its not idk what to do its not the card i had it in different motherboard its working no problem any ideas?

i3 10300
Radeon RX 5700 XT 8gb GDDR6
16gb Ram Corsair Vengeance LPX

Might want to elaborate on the model of the unit. You merely stated the brand and the advertsied wattage of the unit.

As for your PSU, please source a reliably built PSU that has at least 650W of power for your entire system's disposal and see if the issue persists.

One other thing you could do is check and see what the BIOS version is at this moment of time.

If you mean to check if BIOS is updated, yes it is
