Question Motherboard dont work

Hi!
I have Gigabyte B450M H (cpu Ryzen 3 1200)
I have a problem with the motherboard, first there was no signal and the fans were spinning. When I turned it off and then on, the fans didn't spin anymore and the motherboard became hot after 3 seconds literally in the marked part in the picture. I tested all the other components, RAM, CPU are working PSU...
I tried restarting the bios but it didn't help, again the fans don't spin and it gets hot right away.
Does anyone have an idea how to fix this or is the motherboard just dead?

Btw, it happens that when I connect it to the power supply and put the power supply to ON, I hear static electricity from the power supply, which otherwise does not happen with any other motherboard. I tried to change the power supply to 3 different ones, but it was the same situation.
