Motherboard Ethernet Port Problem

I have this certain problem on my Ethernet port.

Here's the story, just a few days ago I remember still playing Warframe together with my friends on Discord, but the next day somehow my friends told me that my voice was very choppy. So I stopped playing for the day and waited the next day to see if it was a problem with my ISP. The next day, my voice was still choppy they said so I checked speedtest.net to see my connection and for some reason my download speed was half my paid speed and my upload speed is a zero or just very slow. I went and called my ISP and they said they have no problem with their servers. I tried to connect to my router wirelessly using my phone by tethering it as my Mobo doesnt have a WiFi Card and my connection is apparently very good! With the Download speed upto par with my plan and the upload speed back to the plan. So i suspect that my problem is either the router's LAN port or my Mobo's LAN Port. (The LAN port behind my CPU, is blinking orange and yellow, seems good but idk)

I tried other stuffs to suspect where the problem lies in. One is I tried switching ethernet cables but it doesnt seem to be the problem. Next I went and tried to connect it to different LAN ports in my router but nope, not there. Next I went and grabbed my old laptop, connected my ethernet cable, and went to speedtest.net but somehow the speed was according to my plan so there weren't any problems with the router and my ISP as the wired connection to my laptop and wirelessly are good but I suspect its with the Mobo.

Now here's my problem, this is the first time I encountered this sort of problem, I do not know what to do if its actually a hardware problem or a software problem. It might be a hardware problem with the LAN port having a problem or a software problem with DNS, IP or some other thing was changed.

Someone halp :C

btw I tried reinstalling the Ethernet Driver but it didnt do anything :v

I haven't tried reformatting or a BIOS flash(?) Update(?) as much as possible no reformatting 🙁 (Unless its a last resort)

This is the name of my Driver: Intel(R) Ethernet Connection I217-V
Mobo is: ASUS B85-PRO GAMER

https://downloadcenter.intel.com/product/70831/Intel-Ethernet-Connection-I217-V
here the link to windows 10 driver for the ethernet port.
i would do this.
run ccleaner
run malware bytes and hitman pro make sure the system clean of malware that can eat bandwidth.
in start up tab in task manager turn everything off. see if the speed changes. if you have nvidia or amd turn off there feed back software it acts like malware.
if you have old anti virus update it.

Well yeah but there was indeed storm last week but there weren't any problems even after the storm was gone. It only happened last monday.

Oh and would a PCI Network Adapter be a good option?

Solution
under windows device manager for the ethernet port. make sure power savings is off. make sure the port set to full auto. if it is try setting it to 100 full auto see if anything changes. on your ethernet cable make sure it a cat 6 or better to get the max speed out of the mb port.

Thanks for Answering!

I didnt know that I had to manually update it, Windows Update and Driver Booster doesnt detect it for some reason.
The Win 10 Driver update for the Ethernet port helped!

btw my ethernet cable is cat 5e

So after I tried the CCleaner, Hitman Pro and Malware bytes,
It apparently improved my upload speed but only around 70% of its total speed but its still good.

Next since I wanted to try the part where you said to turn everything off in Task Manager, so instead of turning if all off individually I went to Safe Mode. I also checked the port it says its on 100mbps Full Duplex and idk for Power Savings but EEE is enabled it says. Didnt touch that since i dunno what that is.

I then went to speedtest and my Speed is back to normal! I'm somehow happy that it's not a hardware problem.

Next for me would be to single out what program or something that hinders my internet.

Any easy solution?

I'm going to reformat my PC lol, I'm having a hard time finding which one is the problem. Seems like even though one thing is the problem but another one would come out.

Anyway since it works on safe mode meaning that its an app that is wrecking up my connection.
