i have a dell xps 1645 whose motherboard is gone, can i assemble a desktop with a motherboard for 2nd generation intel processors
 
You could, but the cost of finding a reliable motherboard that still has enough life left in it to make it worth purchasing would exceed the worth of the platform by a fair margin. Maybe if you can find a used one on Ebay from a very reputable buyer, but there is no way to ensure any board that old isn't going to die on the first day, or next month.
 


No, it will not. As Skynet rising already said, that is a laptop processor and it will not work in a desktop board. I said it "COULD" work, because I've seen people assemble and use laptop motherboards/cpus in modified desktop configurations before that were Frankensteined together, but honestly it's a terrible idea UNLESS you already have all the parts salvaged from something else and simply have a broken display panel on the laptop and need to USE it like a desktop.

In your case, that CPU is pretty much worthless to you in any meaningful way.
