I am wondering what is the difference between motherboards for servers and for pc?
Is there difference in quality between server motherboard and good PC motherboard?
Is LGA 3647 socket is top notch at the moment and is it worth it?

The Xeon scalable CPUs are good. You get more memory channels and ECC RAM which is not an option on desktop boards.
A "web server" is too generic a term to determine what type hardware would be appropriate.
