Motherboard, Graphics card, and system build questions

Hello. I was wondering if the graphics card and motherboard are compatable, as the motherboard says "PCI expansion 2.0" and the graphics card says 3.0. I am willing to change the motherboard, keep it under 100 though. also, will my CPU bottleneck my GPU? already own the GPU, everything else is flexible. I don't want any bottle necking.
