Hi I plan on getting a Corsair h110i but my motherboard only has one CPU fan socket so how do I power both fans for this radiator? the motherboard is MSI gaming 970.
You only connect the Pump to the CPU header, the fans then plug into that harness and get powered off the power cable included in the kit which you connect to your PSU.

The pump as well as the fan will adjust based upon CPU temperature, but the fluid (obviously) is a fixed amount, it flows within a small velocity range that is dependent on temperature.
