Motherboard is not working

Hello
I am getting problem that when i shot green and black wire of smps then the fan is working but when I plug it in motherboard it is not working and my motherboard fan is also not working
Any solution for that ...
 
Solution
Try clearing possible BIOS corruption. This can cause issues similar to PSU failure, Graphics card, RAM, CPU, motherboard issues including fans that don't work... it may not be the case but the small effort may be worth while before giving up on the motherboard.

Start with a BIOS reset and if necessary follow with a BIOS Recovery.

Option A) Bios reset:
1. Remove AC power or turn off the PSU
2. Remove the battery
3. Move the BIOS jumper to pins 2 & 3
4. Press and hold the power button for 60 seconds
5. Wait 10 minutes
6. Revert 1 through 3 and try the computer

Option B) Bios recovery:
1. Remove AC power or turn off the PSU
2. Remove the battery
3. Remove the BIOS jumper (only difference from a reset)
4. Press and hold the power...
Shorting the green and black wires only proves the PSU isn't dead; it doesn't prove it's working properly. Try another PSU, but it may be the motherboard, a memory module, etc. It's difficult to help if you don't provide info about your system; we can't guess what components you have.

I changed smps but same problem

 
All components (CPU, motherboard, memory, GPU, etc.) Bare minimum is the CPU and one memory module. Other than the front panel and required PSU cables, nothing else should be connected (no HDD, SSD, GPU, keyboard, mouse, etc.) If it won't power up with the bare minimum, then the motherboard probably died. Next would be to breadboard it just in case the motherboard is shorting out to the case (it happened to me on a system that had worked for a couple years without issues).

I tried bare minimum I unplugged all the components but same problem
My motherboard is of lenovo
Core 2 duo
4 GB ram
Anything else ??
