Motherboard issue or something else??

I just built a brand new pc, all new parts. I built it on a Asus Prime Z390-A mobo. After I finished building it, i went to power it on for the first time and I'm getting no signal whatsoever from my display port to my monitor. I tried both pcie slots and nothing. There are no red leds on the motherboard, only the rgb lights, etc.. I made sure all power cables were properly in also. I took out the 2070 and put it into my other rig and it booted up fine and recognized the device. I notice that the RTX 2070 fans are spinning immediately after I boot it up on my new build where I don't have a signal. Is this a bad motherboard or is it something else??

Have you checked if the CPU is properly seated?
Try cleaning the CPU pads and reseat it or check the pins of the MOBO.
