Question Motherboard keeps resetting every 5 seconds.

I am using a b150m-ds3h motherboard. i got it used and it just arrived but everytime i start it, it keeps restarting every 5 seconds. I tried making sure the power cables are in, took out the cpu, put the memory in different slots, tried no memory, resetting the bios and switchibg to the other bios but it keeps failing. I think it is the motherboard but i am not sure.
